In race it is a tradeoff between not letting them place a concrete piece and giving them a larger piece that lets them reach the top sooner. In survival this is almost always a good thing. Some spells can be stronger if you time them right, like not using the rotation spell if your opponent is currently placing a square block (because rotating that does nothing).
